Institutional Act

Decrees issued during the period of the military regime in Brazil, which began with the 1964 coup and lasted until 1985. This is one of the main instruments used by presiding generals to govern the country, bypassing democratic institutions. They thus resulted in powers that exceeded those established by the Constitution. One of the toughest Institutional Acts was number five - AI-5. Unlike the previous ones, it had no deadline for extinction and extended the power of the presiding generals, reduced the prerogatives of the National Congress and created the necessary conditions to effect a harsh repression of the opposition. Through the AIs, indirect elections were established for key executive positions, including president; conditions have been created to suspend political and civil rights; subordinate the legislative and judiciary to the Executive, among other measures.
